The panel discussion in which the instructor Samer Sabah lectured included shedding light on university libraries as one of the most important educational and information institutions that play a prominent role in e-learning in the educational environment. The goal of education now is not only to acquire knowledge and facts, but also to develop the skills and abilities and build the personality to enable the students to interact with the changes of the times and keep pace with the successive information and technological developments, as well as the services and activities offered by university libraries that contribute to the process of activating e-learning through the presence of trained and qualified human resources to deal with modern technology, and here we must determine what services can contribute to the e-learning process more than other services provided in these libraries.

The panel discussion aims to identify the human resources, their qualifications, experiences and training courses held in the field of information technology and e-learning applications, and to try to identify the most basic and necessary needs for the development of the university library in light of e-learning and to try to overcome the difficulties and challenges they face.
