Referring to the directives of His Excellency the Minister of Higher Education and Scientific Research dated 7/30/2024 regarding filling vacant seats for applicants for postgraduate studies for the academic year 2024-2025, we would
like to state the following:
- In order to address the vacant seats in the postgraduate admission plan for the year 2024/2025 and to fulfill the possible procedures to include those who pass the competitive exam in the comparison according to merit by reserving the unoccupied seats in all admission channels, the mechanism below is adopted:
1. Opening the door to rotation between all privilege seats for successful applicants to fill their vacant seats starting from 7/30/2024 until 8/1/2024.
2. Universities have the right to rotate from the general admission channel to the private expense channel to fill vacant seats (if any) according to eligibility, starting from 8/1/2024 until 8/6/2024.
3. Successful applicants within the general admission and private expense channels will be allowed to rotate to the vacant privilege seats (according to the highest basic comparison average).
4. Authorizing university councils to grant critical cases close to success in the competitive exam no more than five points to fill vacant seats, starting from 8/7/2024.
5. Including a second additional seat for people with special needs based on the first amendment to the Law on People with Disabilities and Special Needs No. 38 of 2013, with the commitment to fulfilling the success condition.
6. Taking into account the following:
A- Recycling from the general admission channel to the private expense channel
B- Rotation from the private expense channel to the privilege category seats shall be exclusively for the successful candidate and on the private expense channel.
T- Rotation from the general admission channel to the privileged category seats
C- It is not permissible to transfer vacant seats from one university to another.
