The lecture presented by Dr. Baqir Jassim Muhammad dealt with the linguistic competencies advocated by the famous linguist Noam Chomsky, which are observational competence, explanatory competence, and descriptive competence.

The lecture aimed to highlight the theoretical aspect of dealing with the language as a purely human eloquence that animals does not possess.

In the lecture, the relationship of these three competencies and their relationship with the cognitive aspect was discussed, as they frame the human language acquisition process of the mother tongue or the first language.

The lecturer called for studying these competencies more carefully, as they involve many issues that are the subject of disagreement among linguists.
